    浙江省地质灾害气象风险预警一体化建设的探索与实践

    Exploration and Practice of Integrated Construction of Meteorological Risk Warning for Geological hazards in Zhejiang Province

    • 摘要: 地质灾害预报预警是有效防范地质灾害,减少地质灾害伤亡的重要手段,至2003年开始实施地质灾害气象风险预警以来,全国有80%山区省、市、县均开展了地质灾害气象预警工作。但这种省、市、县独立建设模式难以满足部省协同、市县联动、全域贯通的业务需求。本文以浙江省地质灾害气象风险预警一体化建设为例,按照“省级预报到县、市级预报到乡、县级预警到村(点)”的工作原则,将趋势预测、每日预报、短临预报、实时预警和“地灾智防”APP进行一体化融合探索,初步建成了以地质灾害风险预报预警驾驶舱为可视化监管,以地灾智防APP应用为闭环手段的地质灾害全生命周期管控防治业务体系,形成了具有浙江特色的地质灾害预报预警数字化产品体系。

       

      Abstract: Geological hazard forecast and early warning is an important means to prevent geological disasters and reduce the casualties of geological disasters. Since the implementation of geological hazard meteorological risk early warning in 2003, 80 % of mountainous provinces, cities and counties in China have carried out geological hazard meteorological risk early warning. However, this kind of independent construction mode of province, city and county is difficult to meet the business needs of ministry-province coordination, city-county linkage and global connection. This paper takes the integrated construction of geological hazard meteorological risk early warning in Zhejiang Province as an example. Following the working principle of ' provincial forecast to county, municipal forecast to township, county early warning to village ( point ) ', the trend forecast, daily forecast, short-term forecast, real-time early warning and the intelligent prevention of geological disaster APP are integrated and explored. A full lifecycle control and prevention business system of geological disaster with visual supervision and closed-loop means of intelligent prevention of geological disaster APP application is established, and a digital product system for geological hazard prediction and early warning with Zhejiang characteristics has been formed.
